Blended Intensive Programmes (BIP)

Il programma Erasmus+ 2021- 2027 prevede, all’interno dell’Azione Chiave 1 - Blended Intensive Programmes, la possibilità di promuovere corsi intensivi sviluppati da consorzi di Istituti di Istruzione Superiore che prevedono brevi periodi di attività in presenza, combinata con attività di apprendimento e collaborazione online.

A.A. 2025-2026

  BIP - The EU-LAC Relations in a Shifting World Order

This BIP will be held in a B-Learning modality, designed to integrate virtual and in-person learning modules. The in-person part will be held in the facilities of the University of Minho in Braga (Portugal). Partners: University of Granada and University of Padova (with the financial support of the Arqus Alliance).

Participants
10 students from each partner institution will be selected. The University of Padova will select 5 students from the MA in Human Rights and Multilevel Governance (HRG) and 5 students from the MA in International Relations and Diplomacy (RID).

Objectives and expected learning outcome
After completing the course, students will be able to critically analyse the historical, political, and economic ties between the two regions, with attention to trade, diplomacy, and cultural exchange. They will develop an understanding of how interregional cooperation shapes global governance, sustainable development, and regional integration processes. They will also strengthen their ability to evaluate policy frameworks, identify challenges and opportunities in EU–Latin America and Caribbean (LAC) relations, and apply the analysis to the practical discussions through the proposed concluding evaluation.

Description of the activities of the virtual component – one week (03 to 06 of March, 2026)
1. Course presentation, class presentation and country assignment activity;
2. European Union and its foreign relations: for beyond the borders of Europe;
3. Regional integration in Latin America: multiple Americas in one continent;
4. Nuclear Non-Proliferation and the peaceful use of nuclear energy: the European and the Latin American cases;

Description of the activities in presence – one week (18 to 23 of May, 2026)
1. Interregional partnership for democracy under stress;
2. The social dimension in the EU and LAC integration projects;
3. The refugee protection regime in the EU and the Inter-American system.
4. Challengers of world order and the EU-LAC: a matter of adaptability or survival?
5. Evaluation: Eurolat Assembly Simulation (students will engage in a Model United Nations style of simulation but simulating an Eurolat meeting);

Working language
This BIP will be conducted in English. Therefore, it is recommended that for a better engagement with the discussions and contents, participants hold at least a B2 level, or equivalent, in English.

Credits Assigned
The students will be enrolled in a non-degree conferring course at University of Minho (6 ECTS) equivalent to 6 ECTS at University of Padova.

  BIP - Balkan Route(s). Studying through European Borderlands

The long summer of migration in 2015 saw an increasing number of people on the move trying to reach Western and Northern Europe via the so-called 'Balkan route'. Since 2015, the pressure on the mechanisms of the European migration and border regime has increased, so the Dublin system, one of the cornerstones of the EU migration policy, was de facto suspended. With the closure of the route and the conclusion, in 2016, of the EU-Turkey deal, the Western Balkans has become a ‘waiting space’, a ‘dumping ground’ for migrants. The programme will focus on this region, the ongoing EU accession process, and the integration of the Balkans into the European migration and border regime.

The programme explores the Europeanization of migration and border policies, aspects of externalisation and securitization of control procedures, and the different forms of (im)mobility and migration. Questions to be addressed include: How images shape our ideas about the Balkans? How the Balkans Route narrative has shaped current ideas and prejudices about mobility and marginalisation?

The programme includes an excursion to Zagreb, Croatia, from 19 to 22 March 2024 and a pre- and post-excursion online sessions. During the excursion, students from Osnabruek, Zagreb and Padua attend seminars organised at the University of Zagreb and meet local NGOs and other organisations.

  BIP - Digitization. Economic and social impacts: challenges in labour rules and industrial relations Second edition

The course is divided in two parts:

  • Part one: 10 hours online lectures – from 22 February to 21 March 2024.
  • Part two: 5-days in presence at the University of Padua – from 2 to 6 April 2024.

  BIP - Digital Constitutionalism and Platform Governance

The course is divided in two parts:

  • Part one: 15 hours online lectures (6 times 2.5 hours) – from May 3 to June 28.
  • Part two: 5-days in presence at the University of Padua – from September 25 to September 29 (total: 30 hours)


As part of this interdisciplinary blended intensive program, students will explore the intersections between digital constitutionalism and platform governance. The course aims at providing students with the theoretical, analytical and methodological tools to make sense of the values and principles that (should) guide regulatory arrangements for the digital age, while critically addressing actors’ interactions and power positions as well as power limitations in the same context. The general theme will be articulated in two sub-themes – values and fundamental rights and digital and green transition – around which a variety of educational activities will be organised. The program will also provide participants transversal skills, including: public speaking, group work, intercultural competences and the know-how needed for effective interventions in digital and platform governance.

As part of the first virtual component of the BIP students will explore topics at the intersection of digital constitutionalism and platform governance and will get to know the other university’s students and instructors. Virtual session revolve around the following topics: “Fundamental Rights in the Digital Age”, “The Governance of Cybersecurity: Resilience, Human Rights and Democracy”, “The Content Governance Dilemma – Digital Constitutionalism, Social Media and the Search for a Global Standard” and “Green Transition, Digital Transformations and Sustainability”.

As part of the second component, in late September 2023, students and instructors will spend five days at the University of Padova. There, they will deepen their understanding of these topics through in-depth discussions, engagement with guest speakers and the development of policy briefs.
